Command Chief Master Sgt. Asa Carter assumes the position of the Arkansas Air National Guard state command chief from Brig. Gen. Dwight Balch, Arkansas Air National Guard commander, April 7, 2013, at Little Rock Air Force Base, Ark., as First Sgt. Jassen Travis and Command Chief Master Sgt. Stephen W. Arnold look on.
